The electors in the Electoral College are selected by the popular vote of the people in each state. The people in each state vote to choose the electors that will represent the people of that state in the Electoral College.

Every state (and D.C.) uses the "popular vote" to determine which party's electors will be appointed by the state. If, for example, a state is allowed to appoint ten electors (because its Congressional representation is two Senators and eight Representatives), and most of the state's voters vote in favor of the Democratic presidential and vice presidential candidates, then the state appoints as electors ten people who have pledged to vote for the Democratic candidates. Likewise, if most of that state's voters support the Republican candidates, then the state appoints ten people who have pledged to vote for the Republican candidates. Since all of the electors are chosen based on who they have promised to vote for, everyone knows how the electoral voting will go based on each state's popular votes, and that is why the news media are almost always able to announce the winner of the presidential election during the night after Election Day, more than six weeks before the electoral college actually casts their votes.
