If the girl asks the guy to hang out and he says yes always and he pays when ever you guys do something and the girl likes him and she thinks he likes her but how come he doesn't ask her to hangout?

he's probably scared that you will say no. He is likely hoping that you will ask him. He proably wants to but cannot muster the guts to say something.
The best course of action is to ask him if he likes you. The worst thing that can happen is that he will say no.
