probably a faulty headlight switch, or you have a bare wire somewhere. My 92 Lesaber is made so the headlights come on automaticaly or you can turn them on with a headlight switch.
Sounds like a faulty headlight on-off switch.
I'd be looking at a faulty headlight or stalk switch.
The headlights work on a totally different relay than the parking and fog lights. The headlight relay or headlight fuse is usually blown when only the parking and fog lights work.

its really a heavy duty switch that is told to come on or turn off by some other signal eg your existing headlight switch if you dont use one you will burnout the headlight wiring
Sounds like a bad relay
Because power isn't running a complete circuit. You may have a faulty switch, faulty relay, broken wire, compromised ground... start by checking fuses, work from there.
Your Headlight relay may be dead.
More than likely it is the headlight dimmer switch.All headlight operations go through it once you have turned them on at the switch. It can be the relay.
Check to see that all other lights work on the neon. Check for a headlight fuses, relay, and a bad switch. Check for any loose wiring that can cause power loss to the headlight.
If you mean the "BRAKE LIGHTS", it could be the switch, the turn signal switch, broken wires or bad connection in the wires or a faulty ground. If you mean the tail lights that come on with the headlights, it could be a bad headlight switch, burned out bulbs, bad wires or connection or a faulty ground.
