Actually, neutrons (because they have a neutral charge) are not involved in making an atom or molecule an ion -- only protons and electrons do that. So, the number of protons compared to the number of neutrons doesn't matter.
The three constituents that make an atom are protons, neutrons, and electrons.
The atomic nucleus contain neutrons and protons; these particles are formed from quarks and gluons.
The center of the atom is the nucleus formed from protons and neutrons.

Atomic nucleus is formed from protons and neutrons.

A chemical atom contain protons and neutrons (in the nucleus) and electrons; protons and neutrons are formed from quarks.

The three subatomic particles found in an atom are the Protons, Neutrons, and Electrons. But the subatomic particles found in the nucleus of an atom are the Protons, and Neutrons. The Electrons surround the nucleus and take up most of the volume.
The nucleus of an atom contains neutrons and protons. Almost all of the mass in an atom is made up from the protons and neutrons in the nucleus. Because the nucleus is only made up of protons and neutrons, it is positively charged. Physicists believe that there is a cluster of Protons and Neutrons within an Atom's nucleus. Friend Premier is quite right. So instead saying inside the nucleus it would be apt to say that nucleus is made up of...
