If the opponent flip summoned penguin soldier can they choose their own monsters to return to their hand?

yes they can because penguin soldier doesn't say that you can only make monsters go back to your opponents hand it says "FLIP: You can return up to 2 Monster Cards from the FIELDto the owner's hand" it states the whole field not just your opponents side of the field. another monster like that is hane-hane

If a face down Penguin Soldier is attacked can its effect be used on itself after it is flipped?
No, the normal result of battle applies first, then the effect. Monsters considered destroyed by battle are not actually sent to the graveyard until the end of the Damage Step, this is after any flip effects have resolved. So Penguin Soldier is actually still on the field when his flip effect activates. However, monsters considered destroyed by battle can not be affected by effects that try to return them to hand or deck. Penguin Soldier will be unable to choose himself as a monster to return, unless he survived Damage Calculation.
Does 'Penguin Soldier's effect target a monster?
It targets two monsters. Cards like Obelisk the Tormentor is fine with that, it cannot be targeted at all. Cards like Chaos Command Magician are not though, CCM can only protect itself from monster effects that choose one target. Penguin Soldier could bounce him, and another monster.

The only time you can ever tribute something you do not control, is if a card specifically says so. Lava Golem lets you tribute the opponent's monsters, and Soul Exchange can let you do so too. However if there is no text like this, then the tribute must come from amongst monsters you control.

You can only special summon it initially from hand, by removing a Light and a Dark monster from your graveyard (now known as Banishing). If you do this, and it is later destroyed, then you cannot summon it from the graveyard with the same method, as it only works in hand. But as a 'special summon only' monster, you can bring it back with cards like Monster Reborn. (unlike 'cannot be special summoned except by' monsters, who cannot).

The 'Chaos' monsters - Chaos Sorcerer, Chaos Emperor Dragon Envoy of the End, and Black Luster Soldier Envoy of the Beginning must be special summoned initially from hand by removing from play 1 light and 1 dark monster in you graveyard from play. Once you do this, after the monster is destroyed and goes to the graveyard, you can then resummon it using cards like Monster Reborn.
