The Power Steering belt may have broken, yes. This is a $20 part and it should take <1hr. to have fixed.
It could also be something more expensive.

The ignition switch could be bad if a Hyundai Elantra has no crank and then starts. The fuses which are tied to the ignition should also be checked.
For a short time, No. It will just make steering a little more difficult. It will probably never actually hurt the car but could eventually cause damage to the power steering pump on some cars.
you could go to radio shack and get an installation kit for 96' elantra and it is self explanatory.

It could be the radiator is clogged. The thermostat could be bad (prevents the coolant from circulating from radiator to engine block)
Transmission problems.
Bad/shorted battery? (doesn't not hold a charge)

Could be the overdrive on/off switch, which is located on the gearshift handle. That's all the help I can give you, best of luck.
Debris in the hoses or reservoir could cause the motor to overheat. Also, running the pump without fluid could do the same.
it could be that your power steering fluid is low or that your power steering pump has gone out. I have the same problem until the fluid warmes up. I believe it's the power steering pump it's seems too small for the car. I have changed the fluid and installed new belts but it's still the same. I believe these cars are JUNK at least mine is. I have had nothing but trouble and now the wiper motor is gone
as it's not in front of me i can't pinpoint it for ya,i could have had my head in a fuse box of one of theses but don't remember???...but it will be somewhere under the the steering wheel,under a cover...if it blows soon after you replace it(it does matter about the amps of a fuse) you have bigger problems an need to get it looked at
