If the timing belt broke on a 1997 ford ranger 2.3 motor can the cylinder head be damaged I replaced one that broke and now I have a noise in the head and the engine misses?

The Ford 2.3 L (gas) engine is not an Interference engine. No damage should have occurred when the belt broke unless the engine was being over revved. The belt should be replaced every 60,000 miles. But, you have noise and a miss, so something is wrong. Pull the valve cover and see what is going on.
*** The Timing is off, that's why it is missing. When you put the new belt on you must line the timing tabs up. There should be a tab on the camshaft gear that has to be in line with the harmonic balancer tab. ***

Runa compression check. If it has low compression in that cylinder you might have a burned or sticking valve.
