If there is boy you liked for very long time and he asked me out once and i rejected him and than a few months later you want him? Tell him you like him this time for some reason. Surprise him and get to know him before you tell him how you feel. Ask him out if he says no, he doesn't deserve your love. If he says yes, go for it. But if he moved on, you can move on too or just stay friends.
