Since all your data is stored on a hard drive or another storage device(such as flash drives and memory) then you can restore your computer using that storage device. Basically if you remove your hard drive from your old computer you can put it in another computer, like a new one. As long as it isn't damaged or ESD(Electrostatic Discharge).
