I would start to get to know them as much as i can. when you hang around them you should be able to tell if they like you or not.. and when you think that they do like you that's the best time to tell them.. most of the time when a stranger says that they like you, the person might think that's freaky cuz you don't even know them which is putting off that you want something from them when that's not your idea at all. so before you tell them get to know them or its just going to drive them away.
