1994 was the change over year for GM. It is OBD 1.5. The previous years have a PROM chip in the ECM. There will be two small screws and when you take them out the panel comes off and allows access to the PROM. I am not 100% certain, but I think the 94 has to be programmed at the dealer. If you do not have this access panel then I'd say it's a certainty that you'll have to have that one programmed.
