You can use the following calculator to determine how much tax will be deducted from your paycheck:

http://www.paycheckcity.com/NetPayCalc/netpaycalculator.asp

Remember that the amount of income tax deducted depends on how you fill out Form W-4 that you give to your employer. It is something YOU control and not fixed by law. It is not the real amount of tax you owe. The real amount is calculated when you fill out your tax return at the end of the year, and depends on all of your income (interest, investments, other jobs, gambing winning, etc), and deductions (some expenses, like mortgage interest) and number of dependents, etc. When you fill out and file your tax return, you will get a refund if too much was deducted or you will pay more if not enough was deducted. If not enough was paid as an estimate for ALL your income by this withholding (and other estimated payments through the year), and the amount was substantial you may be subject to interest.

How much can children earn before paying tax?

It depends on the source of the income (self-employment, wages, unreported tips, etc.), the total income for the year from all sources, and whether someone else (like their parents) can claim them as dependents. See Tables 1, 2, and 3 on pages 2, 3, 4 of Publication 501 for the federal rules: http://www.irs.gov/pub/irs-pdf/p501.pdf State rules are different for every state. The minimum income can be much higher or much lower than the federal minimums. Refer to the instructions that come with your state tax forms or the web site of your state tax department for details.

How do you figure out how much you will get back on your tax return?

Once you have completed your tax return you will know how much of a refund you will receive or if you will owe any tax. The tax return is where you claim all taxable income and subtract all allowable deductions, thereby discovering if you have overpaid or underpaid your federal and state income taxes. The tax refund is the amount returned to a taxpayer for overpayment.

Where is it written that state laws are responsible for education?

There is no law specifying state responsibility for education. Rather, the US Constitution's "reservation clause" reserves all rights to the states that are not explicitly claimed for the Federal government in the Constitution. The Constitution makes no federal claim to education policy. However, the Constitution does claim control over "interstate commerce." Much of the body of Federal regulation and distibution programs are empowered under the auspices of interstate commerce.
