Since data recovery is a fairly new field in the I.T world, there's no way possible for you to be able to get 100% of your data back 100% of the time. You might be able to get your data back and you might not. Make sure the recovery program your using supports your partition format. I recommend Handy Recovery or Active! Undelete for Data Recovery.
No it wont. The point of System Restore is to restore your system to a workable state without you having to reinstall the operating system and lose your data files in the process.
