If you committed a robbery in state 'A' and then drove across the state line and committed another robbery in state 'B' - if you were then apprehended you could be tried and convicted in state 'A' of the first robbery and then extradited to state 'B' and convicted in that state of the second robbery. Same offense - same offense - same charge - different states. You cannot be tried in one state for an offense that occurred in another state. HOWEVER - if it was a federal offense, and you commited it in one state you could be charged and convicted in federal court in another state.

Absolutely not. All states and US possessions have 'extradition' agreements with one another for returning fugitives from justice.
