I believe that your Question actually is, "Is there Recycle Bin on the PSP memory card?" If it is your Question than you are probably trying to recover something that you accidentally deleted or regret deleting. Well up to right now there is no way of doing this. Let me explain. explorer.exe is a file on the operating system. It cannot be deleted without breaking the operating system. If you wanted to break someones computer by doing this you would go to My Computer-> Search->search "explorer.exe" -> Click the file and press shift+del. If this doesn't work, delete the windows 32 folder.
