Think i need to explain more.
I'm currently 2 DPO (cycle lengh 28) and wondering what your body does in the waiting period before egg attaches itself to the uterus wall (approx. 6-12 days after ovulation). Would my body still be experiencing PMS symptoms before the egg attaches and until my body realizes it's PG and before HCG is being released? It kinda makes sense that PMS symptoms would be felt up until this point as right now my body hasn't officially become PG yet. I'm just wondering as I'm getting af symptoms and cramps since 2 days past ovulation, slight breast tenderness, fatigued, and these are all common signs of AF is on her way for me and I do experience these starting at about 10-13 days prior to AF each month could i still fall pregnant.

Yes! Some women don't produce enough HCG hormone in early pregnancy for the HPT to detect. If you are 21 DPO and your BBT is still hight, I would suggest going to the doctor for a blood pregnancy test.

I would say it's highly unlikely. Typically a drop in temperature means that your progesterone level is falling off and the cycle is coming to an end. Combined with a negatve test 14 days after ovulation, I would say there is a very strong possibility that the next cycle will be starting in the next day or two.
