This is to prevent licenses being issued to those who are not eligible for any number of reasons (suspensions...etc). When the license number is entered, it is automatically entered into the state (DCI) and national (NCIC) wanted/missing person databases. However if your warrant was not entered into the DCI or NCIC databases in the first place, it will not show up.
