To answer this question you need to know a number of things to make a somewhat accurate calculation. You need to know the body weight of the person, their age, the total calories consumed in a day and the number of calories burned during a particular workout.
"Eating right" can mean many different things so ultimately you will need to count calories. Bicycle riding can also be done at various resistances, inclines, and speeds so calculating calories burned from that can be very difficult. Some machines have a built in "calorie counter" which determines how much calories you are burning, but the accuracy of such devices are called into question. Nevertheless, you can use this to aid in your calculations. The rate of calories lost will depend on your initial weight. A net loss of about 3,500 calories is approx equal to 1 pound of fat.
A sample calculation: Say you weight 155 pounds and you require 2,000 Cals a day. Say you are dieting and consuming 1,800 Cals. A moderate cycling for 40 min will net you a negative 330 Cals, with light workout for 20 min netting you a negative 70. In a week you will lose 1,400 cal from dieting and 2,000 from exercising (total 3,400). 35 pounds of fat = 122,500 Cal. So at that rate it will take about 35 weeks (or ~245 days) to lose 35 pounds of fat.
