I wouldn't invest that much if I don't know what to do with it, in my opinion (assuming this is in US$ and it is a significant amount to you). Start with investing an amount that you would be willing to lose, and pick and choose stocks that you have carefully researched beforehand. If you see some success, invest more of that $30 000 into your portfolio until you are fully invested.

It is not exactly which stocks to buy that is the best question, it is when to put it in and when to take it out, and that comes with experience. Hope this helps, I'm new as well, but I've had some practice and this is my game plan.

A stock is the capital of a company or corporation. If you are looking to invest some of your money in stocks, one can buy a certain number of shares of a particular stock. These shares allow you to invest in a certain portion of the stock. For example I would buy 400 shares of Google, if I was looking to invest my money.

Depending upon what you brought the stock at and how much you invested. Lets say you invested $10,000 at around $2.00 per share. You will start your Initial invest at 5,000 shares. If hold on to those shares in todays market 1/5/12 at $415 a share with 3 splits over theses years your stock value would be at $6,225,000.

It is not the right time to invest in stock market and why?

There is no right or wrong "time to get into the stock market." It is always time to invest, as long as you know what you are investing in. If you know that a company will soon be making money because of Christmas or another holiday, than of course you would want to invest in it.

This is a very open question, but one should generally invest in a company they understand, like the company's products and think the company has a bright future. If it is your first time investing, trying to invest based on value of the shares or on technical factors is not recommended without more knowledge in these arenas. Generally, the market has already factored in everything for the price of the shares so you want to look to the future of a company.

Is issuing stock the same as selling stock?

Not necessarily. If you are the company whose name is on the stock and you are selling shares of stock that were just created, that would be issuance. If you are a market maker, an individual investor or a company who sells stock they bought from an investor, that would be sales.
