If it turns over, the starter could be dragging. Could be your battery cable along with dirty cable ends. Also, I was lucky enough to buy a bad battery.

I have a 1998 Chevy 1500 conversion van. sometimes the van wont start when its cold and i just have lights. I had the battery checked and it is good. what do you suggest?

Yes, there is really no van battery or car battery. There is just an automotive battery. Installing a battery with more Cold Cranking Amps (CCA) is fine and will just provide more power in cold temperatures.
One battery is probably just as good as another, but a battery that will last longer in cold weather is the AC Delco Super Heavy Duty battery. The more cranking amps a battery has the longer it is going to last when the car doesn't want to start right away.
Battery could low. Check it and Replace the battery I had this problem for nearly a year (ever since I had bought the car used). Ultimately, having the fuel pump replaced has made my car start up just wonderfully on cold mornings and on hot days.

Check your charge in your battery. Just because all things turn on does not mean your battery has enough power to start the engine. Charge your battery or get a jump start.
Answer Just because a Battery is new doesn't mean that it's fully charged and some starters are known to fail, the way you can find this out if either has failed is to get a volt and or amp meter and check if power is going from the Battery to the Starter and in the case of the Battery check how many volts are available. If there are only ten volts, that could be the cause of your car not starting.
No, it does not loose power but when the engine is cold, it is just harder to turn over.
