It really all depends. Does this bump tingle and then blister, after that does it discharge green/yellowish pussy stuff? And then turn to a scab? If so I would say that it is Herpes but just a cold sore herpes and to be careful while you have it. You can go to a doctor and get a bottle of pills to take when you get this that will help it heal faster and there is also Abreva and Zovirax as topical ointments. The important thing to remember is to not touch the sore then your eye or yours or anyone else's genital area. It can easily be passed on to cause Herpes in the eye or genital herpes neither of while really have a cure and herpes in the eye can cause blindness.
