If he is going out with your friend, it doesn't matter if he likes you or that you like him. It would be very wrong of you to show interest in him, or encourage him in any way; that would be a betrayal of your friend in the worst way. If he does come on to you (no matter how you feel about him), simply tell him that you are not the type of person to betray a friend that way. Besides, if he would try to betray his current girlfriend (your friend) with you, then is that the type of person you want to go out with? And do you want to be the type of person who would betray a friend like that? You should also tell him that you do not like the way he keeps staring at you, and ask him to stop. That is disrepectful to both you and your friend.
