The Bible says that the world is not "just". That is, that the world is not a fair place. People starving and dying is fundamentally unfair, and this is a reflection of the evil state of the world.

The bible promises that God will make a new heaven and a new earth, a world which is right, and just, and true, where there will be no more pain or tears. In the mean time, God has provided the Holy Spirit (aka Spirit of truth) so that we can endure the pains of the unjust world, because we will have to live out our natural lives here.

Some of the biblical teachings that allude to this:

Jesus speaking: "I have told you these things, so that in me you may have peace. In this world you will have trouble. But take heart! I have overcome the world." - John 16:33

Jesus speaking: "I will ask the Father, and he will give you another Counselor to be with you forever- the Spirit of truth. The world cannot accept him, because it neither sees him nor knows him. But you know him, for he lives with you and will be in you. I will not leave you as orphans; I will come to you." - John 14:16-18

Jesus praying for believers: "My prayer is not that you take them out of the world but that you protect them from the evil one." - John 17:15

Isaiah (on behalf of God): "Behold, I will create new heavens and a new earth. The former things will not be remembered, nor will they come to mind." - Isaiah 65:17

John : "Then I saw a new heaven and a new earth, for the first heaven and the first earth had passed away, and there was no longer any sea. I saw the Holy City, the new Jerusalem, coming down out of heaven from God, prepared as a bride beautifully dressed for her husband. And I heard a loud voice from the throne saying, "Now the dwelling of God is with men, and he will live with them. They will be his people, and God himself will be with them and be their God. He will wipe every tear from their eyes. There will be no more death or mourning or crying or pain, for the old order of things has passed away." - Rev 21:1-4

Lots of people... The were usually founded because of a resource, such as: gold, oil, silver, coal etc. But no one really specifically lived in boomtowns. Just people who wanted to make a quick buck, and lots of them. Lots of people...
