firstly, open the backside of your phone then take the battery by pressing one side up and then take it from your phone.....
It probably needs a new battery. When you start charging a phone that is still half charged it takes a small bit of capacity out of the battery. Take it to the dealers and have them look at it.
If it still won't charge buy a new charger. If it still doesn't charge take it to your local phone store and they will fix it for you.
take out the battery
Take the battery out and test it with a multimeter.
impossible

There may be a problem with the phone charging unit, or a problem with socket in your cell phone. If the problems persists take your phone to a local celluar store and seek assistance.
take the battery out and put both the phone and battery in a container of rice, it helps dry everything out
