As a rule! The belt will need to be remove also in most mowers there are gears in the wheels as well. These gears need to be removed. This has been my experience.

The Honda mowers are the best quality push mower, they are extremely easy to start and last long (we have a 1980's Honda push mower and it started in one pull after sitting all winter) but the truth is you get what you pay for you can go to sears and buy a mower for $200.00 and it might only last a few years. A person should have to push very little on the Toro Personal Pace Mower to make it move. The mower is equipped so that it is self-propelled and should move while walking behind it, while holding onto the handlebar.
I would say self propelled. You can always release the self propelled part to make your turns, or if it's front wheel drive you can just push down on the handle and raise the front to turn.
There is usually a clutch which disconnects the motor from the wheels. That will make it ok

Your lawn mower failed because the rotor belt needs oil. This is the fact in most cases
Depends on the size of the lawn mostly. A push mower (or better yet a powered drive push mower) would have the best control in rough terrain, but if it is a large lawn a riding mower is better.
