Try using the Add / Remove programs utility in Windows Control Panel.
If that does not work you may have some registry clean up issues: iTunes can be very difficult to uninstall and reinstall properly.
You music library is separate from the iTunes software. On a Mac there is usually an iTunes folder within the Music folder which contains an iTunes Music folder where you music is kept. It is best not to uninstall iTunes from a Mac, as it is an integral part of the whole Mac experience and will be reinstalled with future updates, you can opt to use some alternative software instead.
No you will not lose your music since it is contained in your My Documents / My Music / iTunes folder unless you moved it yourself. The installer / uninstaller does not erase any files there. You will have to resync your iPod to the iTunes store however and visa versa to get songs on your ipod back into your iTunes database.
