If your child can prove that he/she can surpport themselfs then yes they can move out. But it would be hard for that to happen since in most states you have to be 18 to rent an apartment and if your child is 17 they probably only have a part time job and couldn't pay the rent to begin with...

Yes. The child is not yet an adult so therfore the parents or legal guardian still has responsibility over him/her. When this child turns eighteen, it gains all responsibility for him/herself and then has the choice legally to move out of the house. Hope this helps!:)
