There's a test you have to pass to qualify for a Chapter 7 bankruptcy. If you don't meet the criteria, then you can't file Chapter 7, though you can still file Chapter 13. As best I can tell, that's what you're talking about, but the wording is too confusing to know what you're actually asking.
Probably yes. The reason for the "probably" is that you don't file bankruptcy on specific loans... you file bankruptcy in general, and it applies to most debts (there are certain types of debts that are not dischargable in a bankruptcy). Note that if you do file bankruptcy, you may have to sell the vehicle. In bankruptcy you are often required to sell certain assets in an attempt to at least partially pay off your creditors; you're allowed to keep a certain amount of equity in a vehicle specifically, and a certain amount in "general assets" (which can be applied to a vehicle or to cash or other personal property), but if the vehicle is worth more than that, you would have to sell it.

Yes even in a Chapter 7 you are allowed a certain amount of exempt property. If you have multi vehicles, the surplus may be sold. Some states like CA also have 2 sets of exemptions you can file under. Check exemptions in your state. Equity in exempt vehicle cannot exceed a certain amount and still be protected which differs. If you use other Chapters you don't have to worry about liquidation.
If by "property limit" it is meant what personal and real property can be exempted from bankruptcy, that is determined by the type of bankruptcy you must file, federal or state. To discover what the type and amount of property one is allowed to exempt you can search federal bankruptcy exemptions or (name of state) bankruptcy exemptions; in a few states the person can choose to use either set of exemptions or a combination thereof.

Your question is nonsense from the git-gat. You CANNOT get relief from child support in bankruptcy. There is nothing for them to contest...no reduction in what you owe is allowed. Out of the courts jurisdiction. I feel so sorry for your kids, getting stuck with a parent that is obviously bankrupt in more ways than financial.
Bankruptcy does not prevent a vehicle from being repossessed. If the debtor/borrower wants to keep the vehicle they must reaffirm the loan with the lender. Furthermore, new bankruptcy laws require the borrower to repay the entire amount of the loan and applicable fees rather than the discrepancy between the loan and the amount recovered in the sale of the vehicle.
