The top has probably absorbed a little water to make a fermentable surface layer, and that has generated some carbon dioxide. If I were using it for cooking I would not worry about it at all. Even if it smelt alcoholic from fermentation, it would still be fine for cooking - no different to cooking with beer or wine, or yeast extract.
