It won't have a relay. Usually it is the switch, or the fan motor that goes bad.
It isn't easy. It bolts on from the inside of the door. TAke the door panel off.
Could be a number of things... bad air filter, fouled spark plugs, weak fuel pump...
If you own that kind of car, you should be able to A) pay the garage to fix it for you or B) pay the ticket for a bad light. Those of us who walk and take the bus laugh at your difficulty.

Not sure what you mean by change the ignition on a diesel, diesel engines don't have spark plugs, spark plus wires, coil, etc.... If you are asking about the ignition switch, it is mounted on top of the steering column on most pre 2000, after that they are located in the steering column.
