My 92 has a safety feature where you have to turn the key to the off position, and then you must push the key in and turn one more time in order to release the key.

It might faulty temperature switch or the fan itself.
That's the way it's designed.
I would check the transmission safety switch. If it's faulty you will not be able to get your key out.
job done...motor comes out the top, leave the trans in place.

I don't know but it also happens on my 2000 Camry.
The door panel will need to be removed to access the unit. The winder could need greasing, have come unbolted, or be worn out and need replacing.
