well that depends on why your telling her that, either A) you love her more than that but its a secret in which case, sure B) she confessed her love for you and you don't love her the same so your telling her that to let her down east in which case, no find a different way, don't use the word love because she'll cling to that and think theres a chance you'll eventually like her or C) you genuinly love her as a friend/sister and you want to tell her in which case, sure tell her but make sure you don't make it seem like you like her more then that, if theres a different reason, explain please.

Therefore, yes, you should tell the best one that you love her in a "friendly" way if you want to encourage her that you two might have a permanent relationship.
