Does his excuses sound suspicious? Guys are like that, sometimes, they just don't want to be bothered. They don't get as attached as us females. It's tough on us.
If he has a history of known cheating, I'd get rid of him. It's not worth the heartache. Once a cheater, always a cheater. You can't change a man.
Ya never know. He may be an honest man who is busy and just doesnt have time time to answer your calls, or is busy enough to not even know that you are calling until later.
On the other hand, you may just have an ahole If your sooo suspicious, like it sounds to be the case, I'd just let him go. You cannot have a relationship without trust. Being overly suspicious is a precurser to not having trust in relationships. It's not worth the mental stress. You probably deserve better anyway. Young boys think way too highly of themselvs and think its a game to mess with girls. They just want to get as many as they can that will stick around and put out all the time. They will tell you they love you just to get you to stick around. When you do they think they have "game". I think its working on you. Not worth the humiliation. I'd leave him
