Once a foreign-born resident of the US passes the citizenship test, that person is considered a citizen; they can vote, run for office (any office except the presidency), and participate in civic life as if they were born here. As long as you are a naturalized US citizen, you can join the military for special operations, whether it's as a SEAL, Special Forces, Rangers, etc. If you are a permanent resident, you can still join the military, but you won't be allowed to join a special operations unit until you become a citizen.
