There were a lot more slaves in the South because Northerners were trying to get rid of slavery. It's where the slaves ran away to be free. In the South, 1/3 of the population were slaves. That's one of the main reasons they lost the Civil War, the blacks (as slaves) weren't allowed to bare arms. (: (I just learned this at school) lol
Slaves were only in the south. None in the north.

According to a census in 1860, 30.8% of the total free population were slave owners. This included both the north and the south combined.
The South was free to ignore the Proclamation, since Lincoln had no authority over the slave-states in rebellion. The North would benefit, because Britain and France were no longer free to aid the South (it would have made them look pro-slavery themselves.)
The North had industrial might and population in its favor. The South had very few factories, rail lines, or steel plants and the non-slave population was comparatively small.
