The Munich conference was a meeting of four European countries (Italy, France, Great Britain and Germany). The agreement allowed Germany to annex Czechoslovakia's Sudetenland. Czechoslovakia was not present at this conference, and it should be noted that this land contained key heavy industries, as well as 3 million Germans.
The western countries that were France, Italy- Benito Mussolini and Britain- Neville Chamberlain were appeasing to Hitler because he wanted Sudetenland which was a part of Czechoslovakia because it was occupied by a majority of a population of Germans... also Britain, Italy and France thought that if they agree to his demands in return of a favor of not invading any other territory. They signed this appeasement without the knowledge of Czechoslovakia. Czechoslovakia was shocked but could not do anything as it was not that powerful to defeat France, Italy, Germany, Britain or any of them.
Because France and Britain agreed to allow Germany to expand its borders a certain amount to try and dispel Hitler's ambition by giving him a large portion of Czechoslovakia. When Hitler kept making advances into the rest of Czechoslovakia and Poland Great Britain and France warned Hitler to stop or they would be forced to declare war. Technically it was one country but got split into two.Back in 1938, Czech Republic and Slovakia were one country, "Czechoslovakia". Parts of western Czech Republic had lots of German people living in them; this region was called Sudetenland. Hitler demanded Sudetenland, because he felt that German people should live in Germany (at least that's what he said). The leaders of France and England met with Hitler at Munich to decide what to do.After the Munich Agreement allowed him to take the Sudetenland (even though nobody bothered to ask Czechoslovakia if that was ok), Hitler used this to weaken the Czechoslovakian government and military. About six months after taking Sudetenland, Hitler invited the president of Czechoslovakia to meet him in Berlin, where Hitler informed the president that Germany was invading. The president had a heart attack, and Germany did in fact invade. The Slovakian part of Czechoslovakia was separated out and made into its own country, but this new country was mostly under Germany's control too.Perhaps you are also thinking of Austria? Austria was not part of the Munich Agreement, which is what "appeasement" typically refers to. Austria and Germany had been forbidden from merging by the treaties that ended World War I, and Hitler chose to ignore this. The Allies were not consulted, nor did they really do anything except complain when it happened.

You ask which country was a "victim" of Britain's and France's willingness to appease Hitler, but you are not understanding the basic facts. The Sudetenland wanted to be part of Germany because they were Germans and they were separated from Germany after World War 1. So they were glad to get reconnected to Germany. Hitler used the issue of Sudetenland against Czechoslovakia. Czechoslovakia (including Sudetenland) were not part of Germany before WW1, but part of Austria-Hungary. When Austria-Hungary was broken-up as result of WW1, then Hitler decided to seize German-speaking Austria and then create a crisis w/ Czechoslovakia. Czechoslovakia was seen as the victim of appeasement. By loosing the Sudetenland, they lost valuable territory rich in lignite, coal. So there was a victim - Czechoslavakia.
The portion of Czechoslovakia, called the Sudetenland had a large German population. The Munich Agreement caused the annexation of this territory to the German nation.
The French & British leaders were not willing to fight Germany to save Czechoslovakia in 1938. None of the countries that Czechoslovakia had alliances with or had promised support were geographically adjacent to that country. They could not send troops to help. The only way for France & Britain could try to save Czechoslovakia, would be to attack Germany directly. France & Britain had spent two decades creating military forces with defense capability, not offense capability. Hitler actually wanted a war, so he could seize all of Czechoslovakia, not just the Sudetenland (western part of country). The appeasement delayed the world war by 11 months.
