I know a lot about Bhutan, but, as far as I know, there's no such thing as a karey. You probably mean 'kabney'. A kabney is a type of ceremonial scarf that Bhutanese people wear on special occasions. There are different types of kabneys for different people. A saffron one for the King and the Chief Abbot, an orange one for members of the government, a green one for judges, and so on. Ordinary citizens wear white kabneys.
