You have to wait one year or until you turn 18. Within that years time you may have people in the car with you if they are 20 and over. Check the back of your license. It should tell you the provisions you face as a newly licensed driver. Laws are always changing, so the back of the license will be able to tell you what specific laws you face.

YesAdded: The above answer is correct - as long as you are just visiting the state, or are a member of the military stationed there. If you have moved to live in California, you may NOT continue to drive using the drivers license from your former state. You must apply for a new California drivers license.
Irregardless of how long you've had your license, if you're 18+, you can legally drive minors. If younger, check with your local DMV for the requirements, but in California, you've got to drive for a year or more to be able to drive them around and there are time restrictions to this as well (they have curfews).
