If the Temporary Injunction is sought by a governmental entity, municipality or other governing authority, a Bond is not required. Although an extrodinary exception can occur by entities that are not governmental and such an exception is made and the Bond is waived, the Temporary Injunction would still be vaild and binding.

I suppose we can understand this question more easily from the dictionary definition, - 'Charitable' means "unwilling to think badly of people or acts." And from the relevant answers in this section, we have a definition for ;injunction; An injunction is an equitable remedy in the form of a court order, whereby a party is required to do, or to refrain from doing, certain acts.
