If a card doesn't say it targets, then it does not target. Windstorm does not target at all, so it will affect even creatures with Shroud. Cards that pick multiple targets will still mention the word target.
This question is unclear, but I'm assuming you're asking if you can resurrect a dead creature. The answer is yes; many spells in the game allow you to return a creature card from your graveyard to the battlefield. An example of such card is "Rise From the Grave".

'Artifact' is a card type, not a creature type. You can't pick 'Artifact' for the purposes of Extinction. Most artifact creatures have a creature type too - construct, myr, etc, but if it doesn't, then it is technically immune to Extinction, like Morphs.
