No, if you refuse to sign it the trooper may decide to just take you to jail. When/if you sign, you are just promising to appear in court. If you don't sign and don't appear in court the judge can issue a bench warrant and have you arrested. It's up to you whether you appear, but if you don't things tend to be a lot worse. Just pay for the ticket and don't try to play games. If you were driving wrong, you know it already. Just be responsible for a change and acknowledge your actions.
