No, if you refuse to sign it the trooper may decide to just take you to jail. When/if you sign, you are just promising to appear in court. If you don't sign and don't appear in court the judge can issue a bench warrant and have you arrested. It's up to you whether you appear, but if you don't things tend to be a lot worse. Just pay for the ticket and don't try to play games. If you were driving wrong, you know it already. Just be responsible for a change and acknowledge your actions.

What should the employer do when they receive an OSHA citation?

When an employer receives a written notice of citation from OSHA the employer has an opportunity to meet informally with OSHA to discuss the proposed citations and fines, the circumstances that may have been misinterpreted by the OSHA inspector, what has been done since the inspection to fix the problems, and what is planned in the future to address these issues. After the informal meeting, if OSHA decides to issue citations or fines, you will receive formal written notice. Once you receive the formal notice of citation, you have 30 days to file a formal notice of contest, if you intend to formally oppose the citation. If you file, there will be a hearing before an Administrative Law Judge working for the Occupational Safety and Health Review Commission. Your advocate can then explain why you think you should not be cited or fined. If you do not formally oppose the citation, or you loose your appeals, the citation becomes final. Then the thing to do is pay the fine, post the citation in the workplace as required along with an explanation of what you will do to fix the cited problems, and then proceed to fix them expeditiously. If you are truly at sea about this process or your rights, a lawyer specializing in this area of the law can help you through it.

How does a traffic volation warning work in MA?

I have found it difficult to get this answer and still don't think that I have nailed it. I did find the following from what I consider a secondary source i.e. Holden (MA) Police Department (link below). The reference to "Registry" refers to the Massachusetts Registry of Licenses. An interesting point is that there is no process for apealing a warning. http://64.233.167.104/search?q=cache:56ysZeVTOYMJ:holdenpd.com/tickets.htm+%22+Massachusetts+uniform+citation%22+warning&hl=en&ct=clnk&cd=3&gl=us "Like a citation, a warning is written on the Massachusetts Uniform Citation. If the box marked "WARNING" above the officer's signature is checked, then no action is required by the violator. Warnings do not affect your insurance or merit rating, but if you accumulate three within one year, the Registry has the option of suspending your license. There is no appeal procedure for warnings. Unlike written warnings, verbal warnings are not tracked, and no fine or other consequence is levied."

What to do when you get a citation from OSHA?

After an OSHA inspection you should have a closing conference with the inspector at which time you will get an idea of what, if any, citations are likely. If you believe that any of the inspectors observations are correct, you should immediately begin actions to fix the problems that were noted, and keep OSHA informed of those actions as they show a good faith intention to comply with the regulations. Some time after the inspection OSHA will send you written notice of the actual citations they propose to give you, and the suggested fines. At that point you have an opportunity to meet informally with OSHA to discuss the proposed citations and fines, the circumstances that may have been misinterpreted by the OSHA inspector, what you have done since the inspection to fix the problems, and what you plan to do in the future to address these issues. After the informal meeting, if OSHA decides to issue citations or fines, you will receive formal written notice. If you receive that notice and have not taken advantage of your right to an informal conference, you have wasted a valuable resource. Once you receive the formal notice of citation, you have 30 days to file a formal notice of contest, if you intend to formally oppose the citation. If you file , there will be a hearing before an Administrative Law Judge working for the independent Occupational Safety and Health Review Commission.
