well i got one from the yian kut ku if you have trouble killing him get the bone blade katana wolf or whatever and make some flash bombs that's how i killed him and got a flame sac

they come from some fire spitting monsters like Yian Kut-ku, Blue Yian Kut-ku, Yian Garuga, Rathalos and it's subspecies, Rathian and it's subspecies.
provided that you hunt them from low and high ranking quests only.
you'll get some Blazing Fire Sac when in G rank quest.
