In Photoshop can you only saturate a certain color or part in a picture?

I am not sure about saturating specific colors in photoshop. You might be able to achive this by clicking in the tool bar Image>adjustment>curves and selecting the different colors, red, green, and blue and moving the line on the graph up or down.
To change the saturation of a specific area of a photo, in the bottom of the layers platte, click the icon of a black and white circle and then select hue saturation. use the middle slidder to adjust the saturation to where you want it. click ok.
Then in the bottom of the layers pallet click the small icon of a black square with a white circle in it. This will add a layer mask to the hue/saturation layer. Select the layer mask by clicking on it (the new white square in the layers platte that just popped up). Using the brush tool with the color black, begin to paint black over the areas you do not want to be saturated.

Whenever I open a picture in Photoshop 7.0 it makes the picture less saturated than it really is but when I view it outside of Photoshop it's normal. Why is Photoshop making pictures less saturated?
One answer may be color calibration/color management. To display an image correctly you must calibrate your monitor and the program you are viewing the image with must use color management. Photoshop uses color management but many other programs do not. But, if the monitor calibration is off/not correct images viewed in Photoshop will not look right. If monitor calibration is correct they will look correct in Photoshop and incorrect in programs that don't use color management. They may look better on your monitor, but the way they look in Photoshop is more likely to be the way they will look on other peoples computers.
