In The Initiates Program does removing an answer count as an edit?

Removing an answer does not count towards your editing answers mission.
Answer Edits and Minor Edits count towards this mission.
You can see what counts towards a particular mission by filtering your contributions to show a particular action.
You can do this by clicking on "My contributions" on the blue menu and then choosing the appropriate action from the drop down menu. If you select "Answers (edited)" you will see that only changes and minor changes are recorded there.

No, questions that you edited before joining The Initiates Program do not count towards your total for the editing questions mission. Similarly, any questions that you edited whilst on a previous mission do not count towards your total either. It is only the questions you edit from the start date of your mission that count towards the mission. You can check how many questions you have edited by clicking on "My contributions" on the blue menu and filtering to "Questions (edited)".
