check the blinker fluid because if that runs dry, then it messes up the rest of your lights
try checking ur high-bea fuses and relays

The high beam switch is on the blinker. You either flick it back towards you or push it away from you.
I dont know about the '99, but on my '95 the high beams are activated by pulling the turn indicator lever towards the driver. Pushing it forward turns them off again.
the high beams work off of a different fuse , both low beams are on the same fuse. fuse panel under dash on drivers side
With the lights on pull on the turn signal lever. High beams should come on. Pull again and they should go off.
Your high beams work but your low beams do not because the switch is broken that switches between high and low beams. Electrical switches wear out.
