A democracy is a form of government wherein the people governed have an equal vote as to how they are governed. There are two general kinds of democracies, direct democracy and representative democracy. Both kinds can exist within one polity.

Direct democracy is democracy in which people are directly, actively and continually involved in their government. That is, each member of the polity considers policy and votes on policy initiatives.

Representative democracy is democracy wherein the members of the democracy vote representatives to and in government to handle these issues and duties on their behalf. Most of governing in enlightened and advanced democracies (as they are modernly defined) is done through some kind of process of representative democracy.

An example of representative democracy is where Americans elect their Senators and their Representatives, both to the U.S. Congress and to their State legislatures, and to many other elected offices. Interestingly, Americans do not directly elect the President. Instead, they cast votes for their preferred candidate for President and Vice President (the "ticket") which direct electors to enter their votes one way or the other, depending on which candidate receives the majority vote. The body that does this on behalf of the entire electorate is called the Electoral College, and its role and function are set forth in the U.S. Constitution. These are two different forms of American representative democracy.

A vehicle for direct democracy is the plebiscite or referendum. In the U.S., these are effectuated through "ballot questions", on which is cast a "yes" or "no" vote. There are two kinds of referenda: a binding referendum and an advisory referendum. The result of a binding referendum must be effectuated by the government, and the result of an advisory referendum is used to inform one or more government initiatives. When a referendum is resorted to in American direct democracy, it is usually of the binding variety. In American direct democracy, these questions usually are as to amending State Constitutions or general making local governance choices, such as to proceed in one general direction with the operation of some public institution or to increase taxes.

Whether or not there is direct democracy or representative democracy in a polity, or both, the supreme authority, known as sovereignty, resides in the members of the democracy, or "the People". However, to the extent that a democracy is a representative democracy, the people delegate a certain portion of their sovereignty to a government of reflective, democratic institutions. To these institutions they send representatives of themselves to perform the process of governing in their behalf. This is known as delegated sovereignty.
