No. Hispanic and Latino mean "having cultural roots in Iberia."
Yes we knew all about Portuguese Goa and many other places. Hispanics are those who speak spanish as a native language, and are from latin south and Central America. Latino is only used when a person is from Latin America. Lusitanic, or Lusophones are people who speak Portuguese or have portuguese descent. Brazilians are NOT hispanic!

In Asia, Portuguese is only spoken in very small numbers in Timor-Leste and Macau. Spanish is not spoken at all in Asia, except by visitors and possibly a few immigrants.
