The bottom levels of insulae were usually reserved for the more wealthy, so there would be better conditions and more aesthetically pleasing surroundings. While on the upper levels, cost was the biggest issue, so wood seems to be the most likely answer there.
Most poor people in the city of Rome lived in the upper floor of insulae. These were tenement blocks up to six floors high. On the ground floor there were shops. On the first floor there were middle class apartments. On the higher floors the poor slept in overcrowded rooms with no running water or cooking facilities. They went there only to sleep. They ate outdoors, used outdoors public toilets and washed at the baths. The detached house of the rich (the domus) was made in stone and had a tiled roof. The quality of the build was poor due to speculation and the insulae were prone to collapse or fire.
To buy a domus in a small town/city would have costed around 100,000 sestertii. Insulae were more often than not, owned by a 'landlord'. So people would rent rather than buy. On that basis, the condition of the insula would probably be worse than a domus but bigger; it probably would have cost significantly less than 100,000.
The average ancient Roman house, outside of the city, was usually big with an atrium, bedrooms, kitchens, and a courtyard. The shape of the house was a square shape. As you walked into it there was aprotocol with fountains, plants, and flowers. The first room was the room where guests were greeted and behind that would be living quarters and slave quarters in the very back. The kitchen was outside in case of fire in the cooking process. The walls were highly decorated with paintings on the walls. Bathing was done in bath houses and steam baths so the houses didn't contain a bathroom. In the city, however some lived in apartment buildings, but around the center of Rome there were also wealthy homes and where the Colosseum sits today was the place of Nero.
