dude toxicroak is NOT a water Pokemon GO with feraligatr blastois or gyarados
STARU,STARMIE,SUIRTLE,WARTURTLE,BLASTOISE,LAPRAS,GARADOS,TENTACOOL,TENTACRUEL,LUGIA,TOTIDLE,CROCONAW,FERLIGATR,DRATINY,DRAGONAIR,
Lugia,Dratini, and Dragonair are not water types. But my choice of water type would probably be Gyarados if you cant get palkia or Blastoise,Feraligatr,swampert, or empoleon
Well I'd say none of them I would say Floatzel cause of its awsome defense and Quagsire because its a water so most people would take on Quagsire with an electric type bbut them moves won't work because its also a ground type

scizor for attacking defending scizor will be gallade weavile by it's own self but for fight salamance comes in rhyperior-rock wreacker but defending is harsh so your final golduck for the water type moves against rhyperior grass-scizor and for ice weavile and a tip:scizor is almost UNSTOPABLE if you make him learn swords dance or give him a TM for it.

tantacruel sucks, so why don't u get a good water Pokemon like kyorge, or blastoise, or empoloen, or vaporon, and u don't need to dragon Pokemon, but gallade is O.K. I would switch Gairantina with Ryperior. and torterras really not that great but meganium is better.
