This is a complex question, if so!
There are many things to consider, and they rely on what you need in a computer. I can ellaborate on any you may need.
Below are each aspect and, roughly in order of importance, the contributing factors:
Primary attributes:
The CPU core design, cache size, instruction sets, frontside bus, integrated devices, and frequency
The system's RAM frequency, timings, and quantity
The videocard's number of cards, number of processors, frequency of processors, type of processors, frequency of memory, quantity of memory, bit width of memory, RAMDAC speed
The system's Motherboard, northbridge, southbridge, and other controllers and IMCs
The system's storage, harddrive, solid state drive, or other?
The hard drive, seek time, sustained transfer rate, buffer size, areal density, burst speed, interface speed, latency, and the state of it's data contents
